Open enrollment is a rule for the ACA Marketplace, not a rule about health insurance generally. Three routes stay open all year.
The six-week window applies to buying an ACA Marketplace plan without a qualifying event. It does not mean you are locked out of coverage for the rest of the year.
1. A special enrollment period
Certain life events reopen the Marketplace for you, usually for 60 days. The common ones are worth knowing by heart.
- Losing job-based coverage — including hours being cut below the threshold
- Marriage or divorce
- Having or adopting a child
- Moving to a new coverage area
- Aging off a parent's plan at 26
2. Medicaid and CHIP
Neither has an enrollment window. If your income qualifies, you can apply on any day of the year, and children frequently qualify for CHIP at income levels well above the adult threshold.
3. Private underwritten plans
These are sold year-round and are not bound by the Marketplace calendar. They are medically underwritten, which is the trade-off: your health history affects the rate and whether the carrier accepts you at all.
